A FORMER watch repair factory could soon be transformed in a mini housing estate by the A127, near to the Tesco Extra store.

Developers are hoping to see a block of 12 flats, as well as eight family houses, built at the site of 277 Prince Avenue, Westcliff.

It currently consists of a large factory, previously owned by Rotary Watches before the firm moved its service, materials and display operation to Totman Crescent, Rayleigh.

Rotary Watches had traded from the site for 40 years, with its final lease ending on June 10.

The latest application states: “The building is seriously dated and does not meet modern current day standards, having numerous defects such as heating, insulation and asbestos.

“The previous tenant of 40 years reported the building is no longer fit for purpose and proceeded to relocate.

“Since then the building has been marketed by numerous industrial agents, all of whom found it very difficult to let due to the condition of the premises.

“This is as good an indication as any the site is outdated and arguably more suitable for resident development.

“It could be said that the site is approaching a state of obsolescence, which not only is economically unviable but if the building became unused and derelict it would also become an eyesore.”

A similar application was thrown out in June after concerns were raised over a lack of parking, over development, and highways issues.

But the developers, Phase 2 planning and development, insists the current site is not fit for any purpose, meaning homes are now the only option.

When the plans were previously rejected, leader of the council Ian Gilbert said the council cannot rule out homes near the A127, but they must be appropriate.

In the application, developers “In conclusion it is believed that the proposed development provides an opportunity to deliver a sustainable development and make the most of an existing brownfield site.

“The proposed development indicates a high standard of accommodation with two disabled compliant properties as highlighted.

“This helps to diversify the proposed housing mix provided on the site and allows for a more sustainable community.

“The application site is believed to be sustainably located with recently approved residential scheme positioned locally and provide positive transport links.”
