PLANS to redevelop a business centre in Halstead could be ditched as the site is in a flood zone.

A flood risk assessment by consultant AECOM revealed 94 per cent of the Halstead Business Centre is within a flood zone.

The site in Factory Lane West was allocated as a comprehensive redevelopment area, but planning officers have suggested this allocation be removed.

They said: “The guidance describes the only acceptable uses in this zone as water compatible uses and essential infrastructure.

“Even then, such development must remain operational and safe for users in times of flood, result in no net loss of floodplain storage and not impede water flows and not increase flood risk elsewhere.

“Development categorized as more vulnerable, and this includes residential, is not considered appropriate.”

In light of this the site could return to white land within the development boundary.

This means it will be seen as undeveloped land that was previously included within a development boundary.

Planning officers said: “Development would be considered on an application by application basis and land owners are strongly advised to consult with the Environment Agency before considering any alternative uses for the site.”

A report said that further detailed assessment in consultation with the Environment Agency will be needed to confirm the suitability of any potential development at the site.

Officers added: “This has been carried out and in light of the results of the study, the Environment Agency have said that they would object to an allocation in this location.”

A decision will be made by the local plan sub-committee today.
