RESIDENTS want rules to force dog owners to use leads to be applied along Halstead’s River Walk.

People using the path are fed up with the sight of dog mess, as well as out-of-control pets.

Barry Jackson, who lives near the river walk, has witnessed dogs causing all sorts of problems, as well as emptying their bowels on his property, without an owner in sight.

He said: “Braintree Council’s dog warden advised me there was no rule in place for dogs to be kept on a lead on the river walk, despite people being knocked over, intimidated, neighbours cats being chased, wild deer being disturbed and chased.

“I’ve sat in my armchair and watched an ageing golden Labrador defecating in front of my property, owner nowhere in sight.

“I love dogs, but some owners need to respect the river path.

“It’s not just for dogs. Many people walk for enjoyment, go running, to town, work, school.

“Can we have a fair policy agreement, I’m not a killjoy, dogs on the loose are not under control, ball throwing on the river path is inconsiderate to others.

“Living near is nice, seeing the walk being used is good, and being looked after, wood chippings and sand laid only this week.

“Dog fouling is an offence. Some of the owners run off when their dog’s have finished leaving mess.

“I love the generally friendly attitude of all the users, the guilty minority is the problem.

“I believe on-lead rules should be in place. There are open areas where off-lead rules could apply for ball play.“

A Braintree Council spokesman said: “We have no dog control orders or public space protection orders in the district.

“We have legislation to use should dogs be dangerously out of control or should the owner be witnessed failing to clear the faeces.

“Any dog seen without an owner can be seized as a stray and fees would have to be paid before the dog is released.

“The Halstead River Walk is patrolled by authorised officers when they are in the vicinity.”
