A parking scheme has resulted in a £10,000 shortfall in a council’s budget.
Halstead Town Council has been operating its “free after 3pm” scheme in its car parks in Butler Road and Chapel Street since last April.
But councillors admit they do not know if the initiative has succeeded in its aim of boosting High Street trade.
