Halstead: Parking enforcement shortfall blamed on lack of fines

The organisation which enforces parking restrictions in Halstead is set to make a £90,000 budget shortfall because not enough parking tickets have been dished out.
North Essex Parking Partnership (NEPP) bosses have also admitted the final picture could be even worse after the number of parking wardens was cut from 63 to 56 last month as part of a cost-saving exercise.
The loss also comes after the partnership, which was set up by Essex County Council in April 2010 to enforce restrictions in Braintree, Colchester, Tendring, Harlow, Uttlesford and Epping, was £191,099 in the red last year.
